Alexander I’s most prominent political advisor during the second half of his reign. Extremely reactionary. He helped build a police state.

Background
Lived: 1769-1834.
Alexey Arakcheyev was an inspector general of artillery in the Russian army. He had been a personal bodyguard to Emperor Paul I. As a Minister of War from 1808, he was a chief advisor to Alexander I during the Napoleonic wars.

He was a man with violent temper, nevertheless he managed to make necessary military reforms with brutal efficiency.

From 1815-25 Aleksey Arakcheyev became the most influential advisor of Alexander I. He practically ruled Russia as a military state. His name became synonym of reactionary repression.

Arakcheyev’s most disastrous reform was the founding of military settlements. It was a network of villages that combined military service with farming.

The aim was to cut the state’s military spending and improve the living conditions of the soldiers. The results were disastrous.
